Eligibility for a domain name in the mobi domain space, is governed by the dotMobi corporation, an ICANN Accredited Registry operator. They have some specific policies covering the .mobi and they have 2 prohibited lists..

The most important point to remember is that sites using the .mobi for an active website have a mandatory w3c restriction to ensure that websites are accessible to the very devices they are targetted at..

These guides detail the 3 mandatory requirements if you have a website operating out of Port 80 in the .mobi of;

1. XHTML-Mobile profile 1.0 or later.
[dotMobi] Requests for URIs consisting only of "example.mobi" or "www.example.mobi" must result in a response that is encoded in a format the device supports or valid XHTML-Mobile Profile 1.0 or later released version [XHTMLMP], where "example" stands for any domain name. If the site provides its home page by redirection then all intermediate pages that are delivered in the course of the redirection must comply with this rule.
*Note that registrants are not obliged to provide a service at either the above URIs.

2. Second Level Domain site.
[dotMobi] Domains that operate a site at www.example.mobi must also implement a site at example.mobi.

3. NO Use of FRAMES.
